Definition
In Japan, the Japan Securities Dealers Association sets the rules for CFD trading. Article 3 of its rules defines a CFD trade as one that meets all four conditions below.

A Cabinet Office Ordinance sets minimum margin by type. For stock-index CFDs it is 10% of the trade value. For single-stock CFDs it is 20%, for bond-related CFDs 2%, and for other securities-related CFDs 20%. Offering CFDs over the counter as a business requires registration as a Type I Financial Instruments Business Operator.

How it appears on StockTicker24
StockTicker24 does not distribute CFD quotes. The footer on every page describes card prices as "mark/mid reference values" of perpetual futures, and states that they are not cash share prices or index levels. StockTicker24 has no trading function.
The same index can appear in three different windows at the same moment: the cash index value, a CFD provider's feed, and the StockTicker24 reference value. They are built differently, so they need not match. StockTicker24 shows only the third.

None of these is a CFD price. A CFD provider's quote for the same index at the same time can be a different number.
the board's numbers are perpetual-futures values, never CFD quotes.

Questions
Is the Nikkei 225 on the board a CFD price?
No. It is the mid price of a perpetual-futures contract. The mark price is used only when the mid price is missing.
CFDs and perpetual futures both lack a fixed delivery, so are they the same?
No. They are different transactions. Under the association's rules, a CFD can include a trade with a fixed term. A perpetual-futures contract has no expiry date.
Why might a CFD quote differ from the board?
The two values come from different products and different price-making processes. StockTicker24 does not hold CFD data, so it does not compare them.
